检查postgresql.conf文件(在ubuntu中是在/etc/postgresql/X.X/main/postgresql.conf文件中)，寻找如下一行:

listen_addresses="localhost"

试着把它改成:

listen_addresses="*"

它将接受每一个IP，接下来检查一行说:

port=5432

并检查是否与数据库的端口相同。Yml，默认使用5433代替5432，不要忘记重启postgres服务器，

对于MacOS，我使用这个:

brew info postgres

而在输出的最末端，我看到:

...
To have launchd start postgresql now and restart at login:
  brew services start postgresql
Or, if you don't want/need a background service you can just run:
  pg_ctl -D /usr/local/var/postgres start

所以我只是使用这个命令pg_ctl -D /usr/local/var/postgres start和psql begin work。

我也有同样的问题。I检查PostgreSQL日志文件/var/log/postgresql最后一行。 在/etc/postgresql/9.5/main/postgresql.conf文件中有一个无法识别的配置参数。注释postgresql.conf中的错误行解决了我的问题。
