我在win11上也遇到了同样的错误，所以主要问题是在没有管理权限的情况下执行pip命令，所以使用管理员权限打开终端，然后再次执行pip命令。希望能有所帮助，

If you meant "pip" precisely:

Homebrew provides pip via: `brew install python`. However you will then
have two Pythons installed on your Mac, so alternatively you can:
    sudo easy_install pip

如果使用macports，命令应该类似。
