IntelliJ从12版本升级到13版本后，以下maven相关插件无法解决:

如果你在Maven插件的项目下面有红色的涂鸦，试着点击“重新导入所有Maven项目”按钮(看起来像一个刷新符号)。

其他的答案都对我没用。对我来说有效的解决方案是通过cmd手动下载丢失的工件:
mvn dependency:get -DrepoUrl=http://repo.maven.apache.org/maven2/ -Dartifact=ro.isdc.wro4j:wro4j-maven-plugin:1.8.0
在此更改之后，需要让Idea了解新的可用工件。这可以在“设置> Maven >存储库”中完成，选择那里的“本地”，然后简单地单击“更新”。

如果工件无法解决。 进入.m2/存储库目录 并检查你没有这样的文件:
build-helper-maven-plugin-1.10.pom.lastUpdated
如果文件夹中没有任何工件，只需删除它，并尝试在IntelliJ中重新导入。

没有*。lastUpdated文件，IntelliJ(顺便说一下是Eclipse)可以重新加载丢失的内容。
Goto intelligent -> Preferences ->插件
搜索maven，你会看到 1. Maven集成 2. Maven集成扩展。
选择Maven Integration选项并重新启动Intellij
