pip配置了需要TLS/SSL的位置，但是Python中的SSL模块不可用。

Workaround
Copy the following files:

libssl-1_1-x64.dll
libcrypto-1_1-x64.dll

from the folder 
C:\Program Files\Microsoft SQL Server\MSSSQL15.MSSQLSERVER\PYTHON_SERVICES\Library\bin
to the folder 
C:\Program Files\Microsoft SQL Server\MSSSQL15.MSSQLSERVER\PYTHON_SERVICES\DLLs

Then open a new DOS command shell prompt.

控制面板->添加/删除程序-> Python ->修改->可选功能(可以单击所有内容)然后按下一步->勾选“将Python添加到环境变量”->安装

这应该可以解决您的路径问题，因此跳转到命令提示符，现在可以使用pip了。
